Fifty years ago, children with mental retardation in Thailand were in severe distress because of the lack of love and care. This results from the misunderstanding that mental retardation is a genetic disease, an inborn handicap with no way of prevention and remedy. Thus, these children and their families were taunted, abandoned, and left with no education future or even chance to lead normal lives. Then came modern medical progress, which gave some hope to these children. Government policies and Social Acts to support education and welfare for individuals with disabilities were greatly reinforced, resulting in a better care for children with mental retardation as well. Mental retardation is a complex condition. Various fields of knowledge, cooperation from families and collaboration of the interdisciplinary teams, as well as publics are needed in order to help lessen the misery and light up the darkness of these children In 1962, a group of benevolent led by Mom Ngarmchit Purachatra (Princess Prem Purachatra) gathered to support people and children with mental retardation. This prompted government to help through the Hospital for Mentally Retarded People, under the Medical Department, Ministry of Public Health. On 14 July 1962, they formed a foundation granted with Her Majesty the Queen’s Patronage and received the royal name as “The Foundation for the Welfare of the Mentally Retarded of Thailand under the Royal Patronage of Her Majesty the Queen” Our foundation was administered under the Committee which deals with budget, academic research, human resource development, monitoring and supervision, evaluation planning and public relation. The executive committee will launch policies and work plan including assigning other centers to organize their own operational plan, activity plan and to report to the Executive Committee on a monthly basis. At present, our foundation is led by Khun Ying Arunee Pariwattitam, who will be in charge as the President of the Foundation from this year to 2008.

He was born in the reign of King Rama I (early Rattanagosin period) on Thursday the 17th April B.E. 2331 (C.E. 1788). He got ordained as a novice in B.E. 2343 (C.E. 1800). He got ordained as a monk in B.E. 2350 (C.E. 1807). In B.E. 2407 (C.E. 1864), he was given a rank as “Somdej Toh” (the word “Somdej” for a monk is a high position). Somdej Toh passed away on Saturday the 22nd June B.E. 2415 (C.E. 1872) at age 85.
